Beneath the hillside is a Cold War shelter built for local communist leadership. Albania under Enver Hoxha expected invasion from shifting enemies: first the West, later Yugoslavia, the Soviet Union and eventually even former ally China. The result was a national landscape of bunkers and protected command spaces. This tunnel translated political isolation into concrete, ventilation systems and sealed rooms. It was designed not for ordinary civic life but for continuity of authority during attack. The contrast with the castle above is sharp. Both are defensive architecture, yet one projects power visibly over the valley while the other hides power underground. Different regimes, same instinct: survive the crisis and preserve command.
