The Veste Oberhaus rises above the Danube because Passau’s bishops needed more than a palace. They needed a fortress. Established in the thirteenth century and repeatedly expanded, it defended the bishop’s territory and helped control the city below.
That second function matters. Fortresses are often explained only as protection from foreign enemies, but rulers also used them to enforce authority over their own towns. From the walls, trade routes, bridges and rooftops all fall into view. The panorama is beautiful precisely because the strategic logic is so clear. Geography, surveillance and government become one landscape.
