Storms fall across a paved metropolitan region.

Wastewater must be treated.

Navigation requires controlled depths.

Every part affects another.

That is why the river's history never really ends.

The 1900 canal solved one urgent nineteenth-century problem.

Twentieth-century treatment plants solved others.

Deep Tunnel addressed combined sewer overflows.

Modern riverfront development added recreation and habitat goals.

Future climate conditions will impose new constraints.

This is the difference between infrastructure and monuments.

A monument can survive with occasional repair.

Infrastructure must continue performing every day.

If it stops, consequences appear quickly.

Chicago's celebrated engineering culture is therefore less about one genius idea than about maintaining a complicated inherited system.

For visitors, water is one of the reasons the skyline looks extraordinary.

For locals, water is also an operating budget, legal regime, public-health system and flood risk.

The city did not defeat geography by reversing a river.

It entered a permanent contract with geography.
