The Elwha River once supported exceptionally rich runs of salmon moving far into the Olympic Mountains. Hydroelectric development changed that system. Elwha Dam was completed in 1913, followed by Glines Canyon Dam in 1927. Neither provided effective fish passage.
The dams supplied power that supported Port Angeles and regional industry, but they also blocked most upstream habitat, trapped sediment and damaged sites important to the Lower Elwha Klallam Tribe.
After decades of political and scientific debate, Congress authorised ecosystem restoration in 1992. Elwha Dam was removed beginning in 2011 and Glines Canyon Dam followed, with removal completed in 2014. Sediment stored for decades moved downstream, new river channels formed and salmon regained access to habitat that had been blocked for a century.
This site is important because national parks usually preserve structures or landscapes. Here, restoration required deliberately dismantling major infrastructure. The project asks a harder conservation question: when human engineering has become part of history, which history deserves to remain physically in place?
