By the late nineteenth century, Chicago had engineered a nightmare.
The city grew rapidly. Homes and businesses produced sewage. Industries dumped waste. Much of it entered the river.
The river flowed toward Lake Michigan.
Chicago's drinking-water intakes were in Lake Michigan.
Public-health officials understood that contaminated water contributed to deadly disease, even as germ theory and sanitation science were still developing.
The city pushed intake cribs farther offshore and tried smaller diversion projects.
But growth kept outrunning the fixes.
The river became an international symbol of industrial urban pollution.
Chicago's answer was not simply to clean the river before it reached the lake.
It was to change where the river went.
Earlier pumping and canal work had already sometimes pulled water away from Lake Michigan toward the Illinois and Michigan Canal.
The Sanitary District, created after state legislation in 1889, planned a vastly larger channel.
This was public-health engineering at metropolitan scale.
It was also environmental displacement.
If Chicago sent sewage away from Lake Michigan, the waste would move toward communities downstream in the Illinois and Mississippi watersheds.
For visitors, the reversal is usually told as a triumph of audacity.
It was audacious.
