Bamberg’s Old Town Hall sits dramatically on an island in the Regnitz. A popular legend says the bishop refused townspeople land for a town hall, so they created an artificial island in the river.
Legend: the story is memorable, but it is not secure enough to use as a literal explanation of the building’s location.
What the placement does symbolise well is civic autonomy negotiating with ecclesiastical power. The town’s institutions occupied a different political space from the cathedral hill.
The present appearance combines medieval origins with major eighteenth-century Baroque and Rococo work.
A town hall painted with illusionistic architecture in the middle of a river is exactly the sort of thing a city builds when it would like constitutional ambiguity to look charming.
