The fortress overlooking Ohrid is strongly associated with Tsar Samuel, whose late-tenth- and early-eleventh-century Bulgarian Empire made Ohrid a major political centre.
Much of the visible fortification reflects later rebuilding and restoration on an ancient defensive site. Calling every wall “Samuel’s original fortress” would be too simple.
Samuel’s state competed with Byzantium for control of the Balkans. Ohrid’s political importance helped support its ecclesiastical and literary importance.
This is the context in which Slavic-language Christian institutions mattered. Literacy was not merely cultural self-expression; it helped organise church and state across populations using Slavic speech.
From the walls, the lake looks timeless. Medieval rulers would have considered that attitude strategically irresponsible.
