Roman Apulum developed around the base of Legio XIII Gemina, stationed here for much of the second and third centuries. The principia was the legionary headquarters: an administrative and ceremonial centre containing offices, standards and spaces for command.
A legionary fortress was a highly organized workplace rather than a simple barracks. Thousands of soldiers required supply, records, workshops and legal authority, while civilian settlements grew nearby.
The Roman layer matters because later rulers repeatedly reused the same strategic plateau. Alba Iulia’s political importance did not begin with medieval princes or modern national assemblies; it was already embedded in imperial logistics.
